MAJESTIC THEATRE - ST. JOHNS, NL
PROJECT DELIVERY
The goal of the project is to revive the facility back to a working theatre with approximately 350 seats and a stage. As construction managers, Vigilant’s role is to facilitate adapting to the fast-track nature of the project. The Majestic Theatre is scheduled to be completed in October of 2023.

CAPITAL HYUNDAI - ST. JOHN’S, NL
PROJECT DELIVERY AND COSTING
Vigilant is responsible for all aspects of the project through planning to close out, as we act as project manager. Vigilant assisted in the design procurement process by providing multi-disciplinary consulting services and working with the Owner’s current civil consultant. Developing a design concept to fit the Owner’s plan and the organization’s brand requirements. Managing the onsite geotechnical investigation and working with the City to acquire permits and approvals. Vigilant assisted the Owner with the documentation preparation for the RFP and evaluating the proposal for best value to procure a general contractor. Throughout the construction process Vigilant provided weekly and monthly reports as well as site visits to update the Owner on current progress. Snowmageddon and COVID-19 threatened delays for the project; However, the general contractor worked to mitigate them by pre-stocking materials to minimize weather delays.

PLACENTIA REGIONAL WELLNESS CENTRE - PLACENTIA, NL
PROJECT DELIVERY
Vigilant is providing project management and advisory services to the Town of Placentia in building a regional wellness centre. This project aims to provide a state-of-the-art facility to meet the current and future recreational needs of the residents of Placentia. This facility will replace the ageing recreation complex, constructed in 1997. The Wellness Centre strives to meet LEED Silver principles in accordance with the Provincial Build Better Buildings Policy. The Town and their former consultant completed this project’s planning and procurement stages. The Town plans to engage an experienced project management firm to lead the detailed design, construction, and closeout of the project. Our team will work with the design-builder throughout the project to achieve desired goals through a collaborative approach. As the Owner’s Advisor (OA), Vigilant will play a leading role in ensuring the project’s success. Vigilant will guide and advocate for the Town’s goals, priorities, and interests during all remaining stages of the project (design management, project controls, construction execution, commissioning, and closeout). We will work to identify any secondary objectives with the Town, and commit to delivering this project on time and within budget. The Owner’s goal is to complete the project in a cost effective, efficient, and timely manner.

PARADISE INTERMEDIATE SCHOOL - PARADISE, NL
PROJECT DELIVERY
Vigilant worked closely with the client in the procurement of the building for the New Paradise Intermediate School. The school is 11,500 square meters and serves 827 students from the Paradise area with a value of $34M. Vigilant acted as the technical advisors for the client. Vigilant worked in the planning aspect of the project which included outlining project goals, defining the scope of work, and developing a concept design. Vigilant wasn’t involved in the construction process, but provided the client with detailed information to assist them with identifying and mitigating project risks. Vigilant identified the cost risk that developing a bypass road and roundabout posed to the project. Vigilant provided the client with a detailed design - build RFP and managed all project communication and documentation. Vigilant ensured the project followed Leadership in Energy and Environmental Design (LEED), provided a pre-tender estimate, and supported the tendering process.

O’NEILL MOTORS, NISSAN DEALERSHIP - MOUNT PEARL, NL
PROJECT DELIVERY AND COSTING
Vigilant was involved in this project well before it started back in early 2018. Ensuring the NREDI 2.0 brand requirements of Nissan Canada were met while completing regulatory requirements discussions with the City. Vigilant assisted with the land acquisition - four separate pieces make up the property of the final site. Completing design management and RFP preparation and management--Vigilant worked closely with the Owner to ensure detailed work. Although the winter storms and COVID-19 pandemic impacted the project - supply chain issues, limited concrete production, and increased safety measures - Vigilant and the contractor worked together to mitigate any delays and any risks of the COVID-19 pandemic.Vigilant was involved in this project well before it started back in early 2018. MAHONE BAY FIRE STATION, NS
PROJECT DELIVERY
Vigilant assisted the Town of Mahone Bay in the estimation and delivery of their new Fire Station. Vigilant worked in two phases on this project. Phase one included the concept design and performance specifications, issuing the Design-Build RFP, evaluating proposals, and making recommendations to the Town for award. Phase two included awarding the Design-Build contract, developing detailed design drawings, constructing the work and commission, and closing-out the project. Vigilant managed change orders efficiently to mitigate cost and scheduling impacts. In the construction phase, there was an ongoing issue of low water pressure for the sprinklers in the building. Vigilant worked closely with the Town to provide various options in multiple price ranges. With Vigilant’s recommendations, they were able to make an informed decision on how to proceed.

NALCOR ENERGY LOWER CHURCHILL PROJECT ACCOMMODATION EXPANSION - CHURCHILL FALLS, NL
PROJECT DELIVERY
This project was an expansion of the dormitory for workers on the Lower Churchill Project (LCP) project, through the use of modular dormitories. This was a very complex project that had to be completed in the timeline outlined and during the winter in a very harsh climate. Used modules were purchased and received in Argentia, where refurbishment occurred for mold and rot. Vigilant completed weekly site inspections in Argentia to ensure the quality of refurbishment. After this was completed the modules were loaded for transportation to the Lower Churchill Project project in Labrador. With the transportation occurring in inclement weather it was important that the modules be wrapped for protection. Weather conditions posed a threat to the schedule with ice build up in the Labrador Strait. In addition to this, the Labrador Highway road conditions were very poor. In order to mitigate project delays, additional labour support was advanced to Argentia for loading modules. The complex project was completed successfully on schedule soNalcor would be able to provide 400 additional beds during the spring and summer.

NEWFOUNDLAND AND LABRADOR LIQUOR CORPORATION DISTRIBUTION WAREHOUSE - ST. JOHN’S, NL
PROJECT DELIVERY
Vigilant’s Project Management team managed the design-build on behalf of the Owner, including design, construction, commissioning, and occupancy phases. Vigilant also provided weekly site inspections and progress reports to the Owner. Also Vigilant assisted with scheduling issues, subcontractor management, change management, and regulatory requirements. This building consisted of structural concrete foundations and conventional structural steel construction, with insulated metal wall panels, and a standing seam roof. The building assembly type was chosen to minimize labour efforts and expedite the work progress. The project was delayed by 8 weeks. The building was turned over for occupancy in May 2013. This project was the first major project managed by Vigilant for this Owner. Upon completion the project owner was satisfied with the work--hiring Vigilant to complete 5 more projects.

BATTLEFIELD EQUIPMENT RENTALS - MOUNT PEARL, NL
PROJECT DELIVERY AND COSTING
Battlefield equipment rentals provide the local St. John’s and surrounding area with construction equipment rentals, supplies, tools, and safety equipment. Vigilant was engaged by the Owner to deliver the construction of a new 24,000 sq ft building to accommodate the growing business. The new modern and larger building was constructed on the same lot. The challenge was maintaining existing operations throughout construction and coordinating the demolition of the existing building once staff occupied the new space. The project team provided the knowledge and oversight required to minimize schedule delays and change orders while reducing the stress for the Owner by keeping them informed of the project’s status.

BMW EXPANSION AND RENOVATION - ST. JOHN’S, NL
PROJECT DELIVERY
The owner planned to expand their current BMW car dealership by adding an additional wash and service bays. The plan included 5,000 sq ft. with new wash bays. There were also plans to renovate the existing wash bays into service bays. In addition to this, the existing showroom was also renovated to meet BMW’s new branding requirements. BMW was able to continue working and serving customers throughout the project. Weather conditions had a significant impact on the construction of the project. Despite this, the contractor worked efficiently to mitigate the risk of delay.
Vigilant worked with the client and contractor to ensure a smooth transition through all phases of work despite delays due to material delivery. The project was delivered on budget.

MEADOW HEIGHTS WATER AND SEWER SERVICING - PORTUGAL COVE-ST.PHILIPS, NS
PROJECT DELIVERY
The Town of Portugal Cove-St. Philip’s chose Vigilant for this project based on the success of the Inspection Test Plan approach that was used on the Neary’s Pond Road project. Town of Portugal Cove-St. Philip’s wanted the same approach used for this project. The project involved the installation of new gravity and forced sewer main along Meadow Heights in Portugal Cove-St. Philip’s. The project meant new water and sewer services to the residents as well as a complete overhaul of the road. The project began late into the construction season--August 2017, and the contractor was immediately met with a large quantity of hard rock that was nearly impossible to break through mechanical busting. Blasting was not an option due to the close proximity of homes and a fuel station. Vigilant’s team worked with the contractor and the town on various options to ensure a fair solution to all teams. To recover the schedule delay due to the rock conditions the contractor put three crews on the project to ensure its completion by Christmas. All underground work was completed in November and was quickly followed by the base course asphalt. The project was completed on time. Although the project was over budget due to the extra costs associated with the rock removal, the net savings from previous projects the town did with Vigilant outweighed that amount. Both the town and the contractor agreed that the positive, collaborative project environment fostered by Vigilant and our model of project delivery contributed to the success of the project.

GRIEG NL AQUACULTURE FACILITY - MARYSTOWN, NL
PROJECT DELIVERY
Vigilant managed the design and procurement of this project and coordinated cost control and schedule. Vigilant also supported contract administration and mitigated unnecessary change orders.This project established a new aquaculture facility in Marystown, NL, as a part of the Grieg Recirculation Aquaculture System Project. This facility is a land-based hatchery and nursery designed to produce 7,000 tonnes of salmon smolt annually to supply offshore sea cage operations. As a bio secure facility, the team completed construction in a controlled nature. The construction process followed a strict set of specifications to reduce the risk of disease and other harmful biological agents during the start-up and operation. Vigilant guided the prime designer to coordinate the local design team efficiently. Vigilant adhered to an aggressive construction schedule dictated by the Owner’s target start-up date.
